In the modern world the multi-sector corporate energy (nuclear and coal power plants, large electricity and gas systems, huge oil refineries) less and less fits the capacity of advanced technology, social interest and the needs of nature. What is the solution to this new situation is the change of the energy development paradigm, a shift of emphasis away from fossil fuels and energy production to more effective use of energy resources. Countries and corporations risky billion investments in nuclear and coal units are being replaced with investments of millions of prosumers – the ordinary men and women who, in the small scale, are at the same time energy consumers and producers. These solutions constitute a great opportunity for both, the people and the environment.
In the interview for the Wildlife Magazine (issue 4, 2013) Prof. Jan Popczyk says: “The North Power Plant is not a solution for the Pomerania nor is it a solution for Poland. It is, however, a solution for those who wont to execute big businesses within »the energy policy« of the Government. […] The huge power plant (2000 MW) is by no means a remedial measure for the Pomerania unlike the prosumer energy and reelectrification of the region by means of renewable energies used by prosumers who can already use a whole gamut of modern technologies made to their measure”.
Prof. Jan Popczyk is associated with the Silesian University of Technology. In the years 1990-1995 he co-created and introduced the energy reform, simultaneously he co-created and introduced the project to disconnect Polish electricity system form the PEACE system (the USSR and the countries of Central Europe) and connect it to the West European system (UCPTE/ECTE) which resulted in Poland becoming an equal partner within European energy infrastructure. He was a chairman of the Polskie Sieci Energetyczne. He has been acting for the convergence of sectors within the fuel and energy complex and for the integration of infrastructure services in municipalities (since 2000). He has been conducting research on the conditions of the transition from the postindustrial energy to a new stage of development known as synergetics, typical of the information and knowledge society. He was the advisor to the Minister of Finances vice-Prime Minister Leszek Balcerowicz on the fuel and energy complex, electricity, gas industry and heating in particular (1998-2000). He also cooperated with the Minister of Economy vice-Prime Minister Jerzy Hausner (2003-2004) for formulating Polish energy security doctrine.
